				<content:encoded><![CDATA[<p>This modern and eco-friendly incoming <em>phone call blocker</em> has been designed for avoiding the disturbances coming from incoming calls.  It can block ringing of up to 1,500 phone numbers that you do not want to answer.</p>
<p><strong>Features:</strong></p>

<strong><br />
Installation</strong><br />
Simply connect the telephone line in the RJ-11 socket labeled ‘To Line’ and the patch cord going to the telephone to the RJ-11 socket labeled  ‘To Phone’. Use the short patch cord provided as needed. The plastic bracket included in the package can be inserted in the top or bottom as needed for desk or wall-mounted installations. Now your <strong>Phone Call Blocker</strong> is ready for use!</p>
<p>Tip: As part of the installation, we recommend that you set the year to 2012 by pressing the SET button, and then the scrolling left and right arrows.<br />
<strong><br />
Operation</strong>:</p>
<p><strong>1.  Setting Date and Time<br />
</strong><br />
If you have the CallerID feature enable on your phone line, the date/time will be automatically set when a phone call come in. So, there is no need to set the date/time, except for the year (which is set to 2011).</p>
<p>Follow these instructions if you do not have CallerID on your telephone line:<br />
Press the “<strong>SET</strong>” key, the LCD displays setting items, then press <strong>“&lt;” </strong>or<strong> ”&gt;”</strong> keys for selecting corresponding item. During this setting, you can press the REMOVE key to return to previous menu item. The LCD will display the week and calendar according to setting of the time and date.<br />
<strong><br />
2. LCD Brightness Setting<br />
</strong>Press the “<strong>SET</strong>” key, the LCD displays setting items, then press <strong>“&lt;” </strong>or<strong> ”&gt;”</strong> keys for selecting corresponding item. Then press <strong>“&lt;” </strong>or<strong> ”&gt;”</strong> keys again to change the LCD brightness levels. There are four (4) levels of brightness. Press the <strong>SET</strong> key to confirm.  After setting, briefly press the <strong>REMOVE</strong> key to exit this setting. <strong><br />
Warning:</strong> If you press and hold the <strong>REMOVE</strong> key for 3 seconds or more, all incoming numbers, outgoing numbers, and numbers stored in the blacklist will be deleted, and will display <img alt="NO CODE" src="http://hqtelecom.com/no-code.png" width="101" height="16" />  when finished.<br />
<strong><br />
3. Checking an incoming phone number<br />
</strong>Press the <strong>“&lt;” </strong>or<strong> ”&gt;”</strong> keys for up-page and down-page checking of incoming calls.  The LCD will display the incoming numbers, time and date. It will display  <img alt="NO CODE" src="http://hqtelecom.com/no-code.png" width="101" height="16" />  if there are no incoming calls.<br />
<strong><br />
4. Checking the outgoing number<br />
</strong>Press <strong>OUT</strong> key to then press the <strong>“&lt;” </strong>or<strong> ”&gt;”</strong> keys for up-page and down-page checking of the outgoing calls. The LCD will display the outgoing numbers, time and date. A maximum of 16 digits of the numbers dialed will be stored and displayed. If the caller dialed more than 16 digits, the unit will only store and display the last 16 digits. It will display  <img alt="NO CODE" src="http://hqtelecom.com/no-code.png" width="101" height="16" />  if there are no outgoing calls.<br />
<strong><br />
5. REMOVE</strong><br />
When displaying an incoming, outgoing, or blacklist number, press the <strong>REMOVE</strong> key to delete the displaying number. <strong>Warning:</strong> If you press and hold the <strong>REMOVE</strong> key for 3 seconds or more, all incoming numbers, outgoing numbers, and numbers stored in the blacklist will be deleted, and will display <img alt="NO CODE" src="http://hqtelecom.com/no-code.png" width="101" height="16" />  when finished.<br />
<strong><br />
6. BLACKLIST<br />
</strong>When checking the incoming or outgoing phone numbers, press <strong>BLACKLIST</strong> key on displaying number to add into the blacklist. If successful, the display will display SAVE and SUCCEED.  If the number was already added to the blacklist, it will display REP.</p>
<p>If you wish to add a number that is not shown in the CallerID, simply enter the number using the dialpad of the telephone unit connected to the Blocker and press the <strong>BLACKLIST</strong> key.</p>
<p>Blacklist Operation: When a telephone number is in the Blacklist, the incoming calls will be blocked automatically. The blocker device will pick up and then disconnect the call (go off hook) after 1 second. The caller will hear one ring and then silence.</p>
<hr />
<p><strong>Warranty and Repair Service  - </strong><br />
Hi Q TeleCOM Inc. warrants its products to be free of defects of material and workmanship for a period of one (1) year from the date of shipment.  Product will be repaired or replaced and returned at “NO COST” provided that in HQT’s opinion, the item(s) have not been improperly installed, damaged, or altered.  Equipment exceeding the warranty period may be repaired on a time and material basis or at a fixed charge.</p>
<hr />
<p><strong>FAQs for the Incoming Call Blocker model 803 </strong></p>
<p><strong>1.  Does it work with VOIP lines?</strong><br />
Even though this unit was designed for standard analog lines (PSTN or POTs lines), the unit also works well with many VOIP lines.  In our lab, we tested Comcast and MagicJack, and the unit worked well with both.</p>
<p>Update: Some clients have reported having difficulties when programming this device using a specific VOIP or PSTN line.  However, once the unit was programmed using another phone carrier, the unit was able to block the numbers that were programmed when connected to the same phone lines.  Therefore, if you  have any issues programming your blocker using a particular carrier (PSTN or VOIP), we recommend that you try using a different carrier to program your blocker.  Once programmed, connect it to the original phone line and it should work fine.  We highly recommend MagicJack VOIP line to program your unit since it was tested and had no issues.</p>
<p><strong>2.  When I connected the Call Blocker, my telephone’s  CALLER ID stopped working.<br />
</strong>This happens when the CallerID signal of the telephone line is weak. As a possible solution you may connect your telephone and the Call Blocker in parallel. Simply get a telephone splitter. Important: If you do this, then calls that are in the ‘Blacklist” may ring 1-2 times before they get disconnected by the Call Blocker.<br />
<strong><br />
3. How can I use the blocker to block incoming calls to my cell or mobile phone?<br />
</strong>One way you can eliminate annoying incoming calls to your cell is by using the “Call Forwarding” feature available on your mobile phone service (it’s usually a feature included at no cost as part of your mobile phone service), and forwarding all your cell calls to a land-line or VOIP line where you have the Blocker connected.   It is true that this solution does not help if you are moving around and need to answer your cell phone, but at least while you are at your home or workplace (which is usually where you spend most of your time), you will be protected from those annoying phone calls. You should also consult your cell phone service provider for other solutions that may be available.<br />
<strong><br />
4. What are some common applications for the Incoming Phone Call Blocker?<br />
</strong>The Blocker has many applications.  Most people who buy this product are desperate for avoiding certain calls. However, once you become familiar with this device, you can use it constantly to block undesired calls from individuals as well as automated telemarketing systems, including nuisance callers, telemarketers, junk faxes, charity/nonprofit organizations, political fundraising or announcements, polls/surveys, collection agents, banks, lawyers, hospitals, credit cards companies, and many more!</p>
<p><strong> 5. Can I block incoming calls from unidentified, unknown, blocked or private phone numbers?<br />
</strong>This model can only block “UN-identified’ calls if they show as ’000-000-0000′ on the display. However, if they show as ‘————’ it cannot be blocked.</p>
<p>Here are a couple suggestions to block calls from unidentified, unknown, blocked and private phone numbers.<br />
1)  You can combine and/or replace this product with the <a title="call blocker" href="http://hqtelecom.com/products/call-blocker-ib120/">Call Blocker</a> model IB-120.<br />
2) You may also use this product in combination with services such as <strong>Anonymous call rejection</strong>, or <strong>Priority ringing</strong>, as offered by some local phone companies.  NOTE: You may incur additional monthly fees for these services, please consult with your phone company to confirm.</p>
<p><strong>6. My unit keeps blocking the number even after I press the “REMOVE” button to erase all the stored numbers from memory. </strong><br />
This happens sometimes when the unit remains connected, but it can be fixed easily.  Simply unplug the unit from the line, wait ~ 30 seconds, and plug it back in. Then press the BLACKLIST button to see if the number(s) is still showing in the Blacklist memory. If so, press the REMOVE button for 3 seconds and it should say “Delete …. Succeed”.  Now the unit’s memory is clean and no longer blocking any numbers.</p>
<p><strong>7. My unit’s LCD display shows “LOCK” when I connect it to the phone line.</strong></p>
<p>Some units come with the European default setting of “LOCK” displayed in the display, and therefore need to be UNLOCKED before using. There are 2 codes available for LOCKing and UNLOCKing these units:  *000111# and *123456#.  These codes act as a ‘toggle’ switches to LOCK and UNLOCK the units.<br />
First, try using code *000111# – The message “LOCKED” will disappear when you enter the correct UNLOCK code.<br />
If it does not work, then try *123456#.<br />
TIP: When entering the UNLOCK code(s), make sure you use a telephone’s dialpad which is connected to the “PHONE” port on the Blocker.<strong> </strong></p>
<p><strong>8. I have a list of phone numbers that I would like to block.  How do i enter these phone numbers into this device now, or must I wait for them to call me again before I can block their phone call?</strong></p>
<p>Yes, you can manually add a list of telephone numbers to the Blacklist memory of your Blocker.  To add these numbers to the blacklist, follow these steps:<br />
a) Connect a telephone to the PHONE port for your Blocker.<br />
b) Dial a number you want to block using the dial-pad of the telephone connected to the PHONE port (you can hang up quickly).<br />
c) Then use the scrolling Left/Right buttons on the Blocker to find the number you just dialed.  Press the “Blacklist” button to add it to the backlist memory.<br />
Repeat these steps for each number you want to block.</p>
<p><strong>9. How do you  recommend installing the blocker?</strong></p>
<p>There are 2 ways to install your blocker.  In series and in Parallel.  Based on experience, we highly recommend installing it in parallel as shown below:</p>

<p>When you connect in parallel (as shown above), you will be able to continue receiving the caller ID information on your existing phones.</p>
<p>If you connect it series (e.g. connecting your exiting phone(s) in the PHONE port of the blocker), you may loose the Caller ID info on your phones.  Typically, when connected in series, your phone(s) will display “Incoming call” instead of the caller ID.  This happens with many phone services due to the fact that this unit is line powered and there is not enough signal strength on your phone line to pass the caller ID info to the phone(s).  Below is a diagram for connecting it in series.</p>

<p><strong>10.  Will my phone still ring when a number that is in the blacklist calls?<br />
</strong>This depends on 2 factors:<br />
1) If you connect your phone(s) in series (as shown above), your phone(s) should not ring on blacklisted numbers.  If you connect it in parallel, your phone(s) may ring 1-2 times before the Call Blocker disconnect the blacklisted calls.<br />
2) Also, most telephone providers send the Caller id information ahead of the ring signals, giving the Call Blocker enough time to check the blacklist and ‘suppress’ the ring signals.  However, some telephone providers send the caller id info at the same time they send the ring signal, giving no time for the Call Blocker to suppress the ring signal. In these cases, you may ring 1-2 rings, even if you have it connected in series.</p>

(1) LINE port: connects to a telephone line<br />
(2) PHONE port: connects to an analog phone or fax<br />
(3) LED Indicator: turns on whenever auto-dialer is programming, and turns off when the phone hangs up or the call is through.</p>
<p><b>Quick settings:<br />

Scenario 1: </i></b>For user with single pre-paid account, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *01*1*access number** Wait for &#8220;BEEP&#8221; sound, set access number.<br />
Step 3: *02*1*PIN** Wait for &#8220;BEEP&#8221; sound, set PIN number of pre-paid account (for ANI system, this step is not necessary).<br />
Step 4:*10*1*1** Wait for &#8220;BEEP&#8221; sound, enable pin of pre-paid account (for ANI system, this step is not necessary).<br />
Step 5:*03*1*1*0** Wait for &#8220;BEEP&#8221; sound, set number with prefix 1 and 0 goes though the dialer, hang up.</p>
<p><b><i><br />
Scenario 2: </i></b>For user with multi pre-paid accounts (suppose system is ANI), pickup the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *01*1*access number 1**Wait for &#8220;BEEP&#8221; sound, set access number 1.<br />
Step 3: *01*2*access number 2**Wait for &#8220;BEEP&#8221; sound, set access number 2.<br />
Step 4: *03*1*001** Wait for &#8220;BEEP&#8221; sound, set number with prefix 001 to be routed to access number 1.<br />
Step 5: *03*2*002** Wait for &#8220;BEEP&#8221; sound, set number with prefix 002 to be routed to access number 2, hang up.</p>
<p><b>Basic function settings</b></p>
<p>When auto-dialer is being configured, certain tones will be generated. A single &#8220;BEEP&#8221; sound means the command entered is good, but a double &#8220;BEEP&#8221; sound means the command entered is bad / rejected.</p>
<p>Pls note that: you need to use ***8888 to log in the system when do programming for each programming function.</p>
<p><b>PROGRAMMING:</b></p>
<p><b>1) System reset</b></p>
<p>To reset the dialer for factory default value, use*00**.<br />
For example: pick up the phone and enter:<br />
Step 1: ***8888Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *00** Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p>Notice: Please be careful when using this function, as it will eliminate all the set configurations and restore the system to the default status.</p>
<p><b>2) Setting access number and PIN</b>:</p>
<p>(a)Set Access number, use *01*N*access number**, where N (sequence number) = 1 to 4 (where 4 is the maximum number of access numbers that can be programmed).<br />
(b) Set language option &amp; PIN code, use 02*N*option*PIN**, where N = 1 to 4. For example, if users want to set the access number 1800-2261348 with N=1, language voice prompt option 2 for</p>
<p>Spanish, and PIN =2429674860, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *01*1*18002261348** Wait for &#8220;BEEP&#8221; sound, set the access number.<br />
Step 3: *02*1*2*2429674860** Wait for &#8220;BEEP&#8221; sound, set language option and PIN. If the destination number must end with a # (no optional entry), use *02*1*2*2429674860#**Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p>(c) To delete a prepaid card entry (access) from auto-dialer, use *01*N**, where N = 1 to 4.</p>
<p>For example: users want to delete the second phone card (access) from the dialer, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *01*2**Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p><b><br />
3) Setting dial plan</b></p>
<p>The dialer will generally pass through (bypass) all the numbers unless programming it.</p>
<p>Users could reroute calls begin with certain prefix to go through a certain service (access number) which is at the Least Calling Rate (LCR), use *03*N*prefix…**.</p>
<p>For example, users may want calls begin with 001 (to the US) to use access number 1 and calls begin with 0086 (to China) to use access number 2, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *03*1*001**Wait for &#8220;BEEP&#8221; sound.<br />
Step 3: *03*2*0086**Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p><b>4) Set or quit the local toll free bypass</b></p>
<p>(a) Set prefix by pass dialer use *04* prefix…**.</p>
<p>(b) Remove the by pass prefix (Counter command of *04* prefix…*) use*05*Prefix…**.<br />
For example: users want 02, 03, 04, and 05 by pass the dialer, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *04*02*03*04*05** Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p>The calls with prefix 02, 03, 04, and 05 will use regular telephone system service.</p>
<p>If users want 03 goes though dialer again, pick-up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *05*03** Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p><b>5) IVR detection and time delay setting</b></p>
<p>Because the voice prompt or IVR delay time may affect the service access, to get optimal time delays for the auto-dialer to function correctly, you may need to set the dialer to detect the presence of IVR and proper time delay.</p>
<p>(A)Enable/disable IVR detection, use *11*N*1(0) **</p>
<p>(1=enable, 0=disable).</p>
<p>For example: pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *11*1*0** Wait for &#8220;BEEP&#8221; sound, hang up. This will “Ignore” the presence of IVR and dial all the stored digits without stopping in between.</p>
<p>(B) Set time delay</p>
<p>(a) To set a delay time after the access N (where N=1-4), use *06*N*TT**, N= (1-4), TT = (00-99)/10 seconds (default TT=20).</p>
<p>For examples: users want add 2 seconds delay after the access number 1, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2:*06*1*20**Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p>(b)Set time delay after pin, use *07*N*TT**, TT = (00-99)/10 seconds (default TT=20).</p>
<p>For examples: users want add 3 seconds delay after PIN before the destination number for the access number 2, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2:*07*2*30** Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p>(c)Set time delay between access number and PIN, use *08*N*TT**, TT = (00-99) /10 seconds (default TT=20).</p>

<p>(d) To cancel the time delay setting, repeat above command but use TT = 00 (E.g. *06*1*00**).</p>
<p>NOTE: If the auto-dialer is set to Detect IVR, then it must wait until the IVR is detected to start the time delay. However if the auto-dialer is set to Ignore IVR, then it will not wait for</p>
<p>next IVR to start the time delay following the access number, language option or PIN code entries.</p>
<p><b><br />
(6) Advanced function settings</b></p>
<p><b>1) Settings for extension line of PABX system</b></p>
<p>If the dialer is connected through an extension of a PABX, in order to get an outgoing line, users must enter a certain prefix number first before a dial tone is heard.</p>
<p>(A)To set the prefix for outgoing calls: use *09??** (the entry?? designates a single or double-digit number to reach outside line).</p>
<p>For example: If the outgoing number is 9, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *09*9** Wait for &#8220;BEEP&#8221; sound, hang up.</p>
<p>(B) To reset and use the direct line, use *09** .Whenever dialing an extension number to reach outside line is not longer needed.</p>
<p><b>2) Pin protect (enable or disable PIN)</b></p>
<p>Users sometime don’t want dialer send pin, then could use this command *10*N*1(0) ** (1=enable, 0=disable).</p>
<p><b>3) System PIN management (data lock protection)</b></p>
<p>Set system PIN use *12* 4-digit PIN**. In default, system password is 8888. Every time programming the dialer and set a new command, users must first to enter this command prior</p>
<p>to log in the system: ***8888.</p>
<p>For example: users want to change the password to 1111, pick up the phone and enter:</p>
<p>Step 1: ***8888, Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *12*1111** Wait for &#8220;BEEP&#8221; sound, hang up. The new system PIN now</p>
<p>is 1111. When programming the dialer next time, users need to use ***1111 to log in the system.</p>
<p>Note: if system PIN code is set for protection, it can avoid problems of mistakenly deleting modified data or instructions.</p>
<p><b>4) Dialing speed adjustment</b></p>
<p>(A) DTMF ON TIME: To program the variation of dial speed on different PSTN switch, use *13*TT** (TT= 04 to 15).</p>
<p>For example: Users want to set 40 ms dial tone duration, pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *13*04**Wait for &#8220;BEEP&#8221; sound, hang up.</p>

<p>Users could remove prefix from the dialed destination</p>
<p>numbers, use*15*prefix1…**.</p>
<p>For example: users dial 0086755123456, but want the dialer only dial 86755123456, then pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *15*00** Wait for &#8220;BEEP&#8221; sound, hang up. The dialer will remove 00 and only sends 1790986755123456(Suppose access number is 17909).</p>
<p>If users dial 1795101234567, but want the dialer dial 1793101234567, then pick up the phone and enter:</p>
<p>Step 1: ***8888 Wait for &#8220;BEEP&#8221; sound, log in the system<br />
Step 2:*01*1*17931**Wait for &#8220;BEEP&#8221; sound, set access number 17931.<br />
Step 3: *15*17951**Wait for &#8220;BEEP&#8221; sound, remove the prefix 17951.<br />
Step 4: *03*1*17951**Wait for &#8220;BEEP&#8221; sound, set 17951 to go through the dialer, and then hang up. The dialer will remove 17951 and dial 1793101234567.</p>

(7) Additional features<br />
</b><b><br />
1) Line reversal function<br />
</b>These specially designed models can hold the line reversal from the telecom, unit it receives the confirmed connection signal from the gateway. This is to avoid the incorrect billing by the line reversal billing system, the connection signal accepted by our dialer is A, B, C, and D.</p>
<p>*21*E*TT** (X=0, 1,2. 0=disable, 1=enable, 2=ABCD tone, TT=0-99 second).</p>
<p><b>2) Call home function</b></p>
<p>Use *24*1(0)*MM*HH*SS** to set “Call HOME” (a management server) at certain time interval. (MM= 00 to 99 minute, HH=0-99 hour, SS=0-99second,0=disable, 1=enable)</p>
<p>When the pre-set time interval is up, the dialer will call the pre-programmed number (the server) to ‘report itself’ that it is still alive’. (We keep the access number 4 as server number).</p>
<p>At the same time, the dialer will update itself with newer version of settings, if available.</p>
<p>For example: carrier wants to set 3 days to “call home”.<br />
Step 1: ***888888 Wait for &#8220;BEEP&#8221; sound, log in the system.<br />
Step 2: *01*4*access number**Wait for &#8220;BEEP&#8221; sound, hang up. Set server number. (You could only use the access 4 as server number).</p>
<p>Step 2: *24*1*00*72*60**Wait for &#8220;BEEP&#8221; sound, hang up. After 3 days (72 hours), dialer will call your server to report its information, and the dialing time will last 60 seconds.</p>

<p>2. Plug the <i>regular analog handset</i> into the socket called &#8220;DATA PORT&#8221; on the <i>Hotline Dialer Telephone</i><b>.</b></p>
<p>3. Next, you are ready to add the phone number that the <i>Hotline Dialer Telephone</i> will dial automatically when taken off-hook.<br />
Step 1) Take the <i>regular analog handset</i> off-hook and enter the following sequence:  <b>#0*</b> using the dial-pad.  You will hear a &#8216;BEEP&#8217; sound acknowledging that you have entered into &#8216;programming mode&#8217;.<br />

				<content:encoded><![CDATA[<p>Below you find some commonly asked questions from clients who purchased the T-LOCK Call Blocker.  Please contact us if you are not able to find your specific question(s) answered below on how to block calls.</p>
<p><strong>1.  My existing telephone handset stopped displaying the CALLER ID information  when I installed the PRO Call Blocker, as described in the manual.</strong></p>
<p>This happens when the CallerID signal provided by your phone service (Telco) is not strong enough for the T-Lock Call Blocker to work as well as the telephone handsets connected to the &#8220;PHONE&#8221; port of the blocker.  SOLUTION:  To prevent this, we recommend that you install the T-LOCK Call Blocker in parallel with your existing phone handsets (this applies to both, wired and wireless handsets).  Please refer to question 9.0 below for more details on parallel installations.</p>
<p><strong>2. Can I use the  T-LOCK Call Blocker to block incoming calls to my cell or mobile phone?</strong></p>
<p>Yes! You can eliminate annoying incoming calls to your mobile by simply using the “Call Forwarding” feature available on your mobile phone service  (WARNING: Call Forwarding is usually a free feature, but some mobile carriers may charge a fee).  If you call forward your cell calls to a land-line or VOIP line where you have the  T-LOCK Call Blocker is connected, you will be able to blacklist those calls.<br />
<strong><br />
2. What are some common applications for the  T-LOCK Call Blocker?</strong></p>
<p>You can use this device to block any unwanted calls including automated telemarketing systems (robo telco systems), nuisance callers, telemarketers, junk faxes, charity/nonprofit organizations, political fundraising or announcements, polls/surveys, collection agents, banks, lawyers, hospitals, credit cards companies, and many more!</p>
<p>IMPORTANT:  Please be aware that the U.S. Federal Government sponsored “Do Not Call” list program does not apply to politicians, non-profit, and research organizations.</p>
<p><strong> 4. Can I block calls that have no Caller ID info, and are shown as &#8216;unidentified&#8217;, or &#8216;unknown&#8217;, or &#8216;private&#8217;, or &#8216;Out of Area&#8217;, etc?</strong></p>
<p>Yes. The T-LOCK has a new feature (refer to section 6 of the manual).  This feature is turned &#8220;OFF&#8221; by default, however if you turn it &#8220;ON&#8221;, it will block all incoming calls with no caller ID info.</p>
<p><strong>5.   In one part of the description you indicate &#8220;Stores up to 1,500 telephone and fax numbers in blacklist memory&#8221;. In another part it says &#8220;Stores up to 100 sets of income phone numbers and 50 sets outgoing phone numbers&#8221;. Please clarify. </strong></p>
<p>1,500 is the # of phone &amp; fax numbers you can store in the Blacklist memory. The 100 is the # of incoming calls that the unit stores in the display memory. The 50 is the # of outbound calls the unit stores in the display memory.</p>
<p><strong>6.   When I dial a phone number from the handset connected to the &#8220;PHONE&#8221; port, the  T-LOCK  Call Blocker does not show it in the display.</strong></p>
<p>If you are dialing a number from a handset that is connected to the &#8220;PHONE&#8221; socket on the  T-LOCK Call Blocker, you should always see the number being displayed as you dial the numbers.  If not, your unit could be defective (probably got damaged during shipping).</p>
<p><strong>7. Can I manually add a phone number to the Blacklist?  </strong></p>
<p>Yes, you can manually add a list of telephone numbers to the Blacklist memory of your Blocker.  To add these numbers to the blacklist, follow these steps:<br />
a) Connect a telephone to the PHONE port for your Blocker.<br />
b) Dial a number you want to block using the dial-pad of the telephone connected to the PHONE port (you can hang up).<br />
c) Now, press OUT button to view the outbound calls.  Then use the scrolling Left/Right buttons to find the number you just dialed.  Press the “Blacklist” button to add it to the backlist memory.<br />
Repeat these steps for each number you want to block.</p>
<p><strong>8. How do you  recommend installing the  T-LOCK Call blocker?</strong></p>
<p>There are 2 ways to install your blocker (please refer to manual).  There are Pros and Cons of each setup, as follows:</p>
<p>Parallel Installation:</p>
<p>Pros:<br />
- You will be able to continue receiving the caller ID information on your existing phones.<br />
- If you have low power on your phone line, this setup will work better for your existing phones.</p>
<p>Cons:<br />
- You still need to connect a handset to the &#8216;PHONE&#8217; socket in order to program your T-Lock.<br />
- Also, you will hear 1-2 more rings when blacklisted numbers call you.</p>
<p>Series Installation:</p>
<p>Pros:<br />
- You may not head any rings when a blacklisted number calls you.<br />
- You don&#8217;t need to change your setup to program your T-Lock.</p>
<p>Cons:<br />
- If you connect it series (e.g. connecting your exiting phone(s) in the PHONE port of the blocker), you may loose the Caller ID info on your phones.  Typically, when connected in series, your phone(s) will display “Incoming call” instead of the caller ID.  This happens with many phone services due to the fact that this unit is line powered and there is not enough signal strength on your phone line to pass the caller ID info to the phone(s).  Below is a diagram for connecting it in series.</p>
<p><strong>9.  Will my phone still ring when a number that is in the blacklist calls?<br />
</strong><br />
This depends on 2 factors:</p>
<p>1) If you connect your phone(s) in series (as shown above), your phone(s) should not ring on blacklisted numbers.  If you connect it in parallel, your phone(s) may ring 1-2 times before the T-LOCK Call Blocker disconnect the blacklisted calls.</p>
<p>2) Also, most telephone providers send the Caller id information ahead of the ring signals, giving the Call Blocker enough time to check the blacklist and ‘suppress’ the ring signals.  However, some telephone providers send the caller id info at the same time they send the ring signal, giving no time for the Call Blocker to suppress the ring signal. In these cases, you may ring 1-2 rings, even if you have it connected in series.</p>
<p><strong>10.  Can this model work when installed on Voice Over IP (VOIP) phone lines?</strong></p>
<p>This model has been successfully tested with many VOIP services, including Comcast, Vonage, and MagicJack.  Please <a title="contact form" href="https://hiqtele.com/contactus.sc">contact us</a> if you are not able to find your specific question(s) answered below on how to block calls.</p>
<p><strong>11. I can&#8217;t see <span style="text-decoration: underline;">any</span> incoming calls displayed in the Call Blocker&#8217;s LCD display.</strong></p>
<p>Some users have reported similar issues with incoming calls (especially on AT&amp;T, Verizon, Comcast).<br />
Recommendation:  This happens due to the power signal level provided by your phone service provider to the Call Blocker.  Most clients can fix this issue by changing the LCD Brightness level on the Call Blocker to 3 or 4 (factory default is 2).  Please refer to Section 2.0 of the manual.</p>
<p><strong>12.  I can&#8217;t see <span style="text-decoration: underline;">some</span> incoming calls displayed in the Call Blocker&#8217;s LCD display. </strong></p>
<p>The Call Blocker is not be able to display phone numbers that your phone service does not recognize as having the correct Caller ID format (e.g. valid name and phone number information).   This is very common with pure voice services from carriers such as AT&amp;T, Verizon, and Comcast.   There is nothing you can do about this.  In most cases, you will not be able to Blacklist these numbers with this Call Blocker, but you can add the phone number(s) manually by following the steps in Section 4.0 of the manual.</p>
<p><strong>13.  I&#8217;m getting lots of random digits in the incoming list</strong></p>
<p>We have received similar complaints from users, especially those using Vonage service.  It seems that these VOIP modems and/or network causes the Blocker to capture lots of random digits in the incoming list.  It also causes the display to freeze.   The following  are possible fixes that have helped other clients reduce the amount of random digits and display freezes:</p>
<p>1) Install a &#8216;DSL filter&#8221; between the Vonage modem and your Call Blocker, using the &#8216;Voice&#8221; jack of the modem to connect to the Blocker.</p>
<p>2) Turn the feature ON to block all calls with no caller ID (refer to section 6 of the manual (http://hqtelecom.com/T-Lock_Call_Blocker_User_Manual.pdf).</p>
<p><strong>14. My display is getting frozen (e.g. none of the buttons work!)</strong></p>
<p>If your display is frozen (e.g. none of the buttons work), disconnect the blocker from the LINE for 2-3 minutes, and plug it back.  You should be able to browse the lists again once you connected it back.  Also, we recommend you implement the fixes recommended in question 13 (above) to reduce and/or eliminate the frequency of these &#8216;display freeze&#8217; events.</p>
<p><strong>15.  I can&#8217;t use my cordless (or wireless) phone to program my T-Lock Call Blocker.</strong></p>
<p>Some clients have expressed that they were not able to program their Call Blockers with different cordless or wireless phone systems.  We recommend that you try another phone.  In general consensus is that inexpensive analog handsets work better than sophisticated phone systems to program your Call Blocker.  Here are some phone systems that clients reported issues with when programming the Call Blocker (Vtech Model # DS4122-4, Model # CS5211)<br />

<p><span style="color: #ff0000;">HQTelecom Tip:  Please disregard the above table.  Instead, just make sure you understand that the unit has 6 buttons.  4 on the first row, and 2 on the second row.  The first row buttons are pretty straight forward (SET, OUT, BLACKLIST, &amp; REMOVE).  The 2 buttons on the the second rows are for scrolling UP &amp; DOWN the lists (shows with the triangle icons  &lt; &gt;).   There are 2 lists you can scroll up &amp; down:</span><br />

<p><strong>3</strong><strong>．</strong><strong>Setting</strong></p>
<p><span style="color: #ff0000;">HQTelecom Tip: You need to have a telephone handset connected to the &#8216;PHONE&#8221; port on the Call Blocker in order to enter the 1 &#8211; 7 as described below (Sections 3.x), using the dialpad of the telephone when you take it off-hook.  Once you press 1 &#8211; 7, please disregard the messages you will hear on the line., just focus following the steps</span>.</p>
<p><strong>3.1 Setting time and date</strong></p>
<p align="left">Press SET button and LCD displays 1234567, press 1 to enter time and date setting<strong>,</strong> press <strong>UP</strong> or <strong>DOWN</strong> button for selecting corresponding digits. During this course, press <strong>REMOVE</strong> button to return to frontal menu or Exit setting, call blocker will return to standby if user has not action within 20 seconds. Call blocker will display week and calendar according to setting of the time and date. The time will be renewed when the FSK signal comes in, but DTMF won’t.</p>
<p><span style="color: #ff0000;">HQTelecom Tip:  In order to program your PRO Call Blocker, you need to connect a telephone handset to the &#8216;PHONE&#8217; port of the blocker (as shown in ).  Once you have it connected, press SET and then use the dialpad on the phone&#8217;s handset you connected to press 1 &#8211; 7. </span></p>
<p><span style="color: #ff0000;">HQTelecom Tip:  Press the SET button to switch from the 3rd digit on the YEAR (20<strong>1</strong>2) to the 4th digit on the YEAR (201<strong>2</strong>).  Use the scrolling buttons to change the numbers (201<strong>3</strong>).  Then continue pressing SET to switch from 4th digit on the YEAR to the MONTH, and then to the DAY.  Do not worry about setting the hour, minutes, seconds as these will get updated with the caller id information on the next incoming call.</span></p>
<p align="left"><strong>3.2 Setting brightness</strong></p>
<p align="left">Press SET button and LCD displays 1234567, press 2 to enter LCD brightness setting, LCD default display 2, means the brightness level is 2. press<strong> UP</strong> or <strong>DOWN </strong>button to modify，LCD displays the corresponding variety of bright simultaneity. 4 brightness levels are divided then press <strong>SET</strong> button to confirm. After setting, LCD displays current brightness level. Press REMOVE or SET button to exit setting.</p>
<p align="left"><strong>3.3 Setting blocked dialing numbers</strong></p>
<p align="left">Press &#8220;SET&#8221; button and LCD displays 1234567, press &#8220;3&#8243; to set numbers blocked dialing, cursor &#8220;_&#8221; flashes indicating inputting the wanted numbers, then input 16 digit numbers (up to 100 sets) via the connected telephone, press &#8220;UP&#8221; or &#8220;DOWN&#8221; button to save the number and to set another number. Note: 1. Press &#8220;*&#8221; before inputting numbers on the connected telephone to avoid dialing out numbers; 2. Press &#8220;OUT&#8221; button to correct numbers when inputting.</p>
<p><span style="color: #ff0000;">HQTelecom Tip: Below are some recommendations related to programming your Call Blocker to block outgoing phone numbers or area codes.<br />
1)  Make sure the handset you are using is connected to the &#8216;PHONE&#8221; port on the Call Blocker.<br />
2) We recommend not using the &#8220;*&#8221; as suggested in the note 1 above.  If you do, the Call Blocker may look for the &#8220;*&#8221; as part of the number you are trying to block and it will not work.<br />
3) When you press the Scrolling UP button to save the number, you should see the word &#8220;SAVE&#8221; in the display of the Call Blocker.  If not, try using a different phone handset to program your Call Blocker as some handsets may not communicate well with the Call Blocker.<br />
4) Here is a summary of the steps required to block a number (or area code):<br />
1. Press SET, pickup the handset (hear dialtone) and press &#8217;3&#8242; on the handset&#8217;s dialpad.<br />
2. Then dial the number you wish to block (up to 16 6 digits including area codes!).  e.g. 3055585577<br />
3. Then press the UP &lt; button on the Call Blocker to save it. The display will show the word &#8220;SAVE&#8221;. Now you can continue adding numbers to be blocked.<br />
4) If you want to remove a number from the Blocked list, you need to press SET, press 3, use the UP button to find the number you wish to remove, and then press the &#8220;REMOVE&#8221; button.  The Call Blocker will say &#8220;DEL&#8221; and then SUCCEED&#8221;.</span></p>
<p align="left"><strong>3.4 Blacklist</strong></p>
<p align="left">Press &#8220;SET&#8221; button and LCD displays 1234567, press &#8220;4&#8243; to set blacklist numbers, cursor &#8220;_&#8221; flashes indicating inputting the wanted numbers, then input 3-16 digit numbers (up to 1000 sets) via the connected telephone, press &#8220;UP&#8221; or &#8220;DOWN&#8221; button to save the number and to set another number. Note: 1. Press &#8220;*&#8221; before inputting numbers on the connected telephone to avoid dialing out numbers; 2. Press &#8220;OUT&#8221; button to correct numbers when inputting.</p>
<p align="left"><strong>3.5 Set prefixes numbers in blacklist</strong></p>
<p align="left">Press &#8220;SET&#8221; button and LCD displays 1234567, press &#8220;5&#8243; to set prefix numbers, cursor &#8220;_&#8221; flashes indicating inputting the wanted numbers, then input 1-10 digit numbers (up to 10 sets) via the connected telephone, press &#8220;UP&#8221; or &#8220;DOWN&#8221; button to save the prefix number and to set another prefix number. Note: 1. Press &#8220;*&#8221; before inputting prefix numbers on the connected telephone to avoid dialing out numbers; 2. Press &#8220;OUT&#8221; button to correct numbers when inputting.</p>
<p align="left"><strong>3.6 Handle way<br />
</strong><br />
<span style="color: #ff0000;">HQTelecom Tip: This feature is disable (OFF) as default.  So, you will need to change it to &#8220;ON&#8221; if you want to block calls with no caller ID information (shown as unknown, private, out-of-area numbers, ’000-000-0000′, ‘———-’, …).</span></p>
<p align="left">Press &#8220;SET&#8221; button and LCD displays 1234567, press &#8220;6&#8243; to set handle way, &#8220;OFF&#8221; displays, press &#8220;UP&#8221; or &#8220;DOWN&#8221; button to choose &#8220;ON&#8221; or &#8220;OFF&#8221;. &#8220;ON&#8221; means all calls without numbers and other calls displaying numbers as &#8220;P&#8221; or &#8220;O&#8221; are to be treated as blacklist. &#8220;OFF&#8221; means that all calls without numbers and other calls displaying numbers as &#8220;P&#8221; or &#8220;O&#8221; are to be treated as normal calls.</p>
<p align="left"><strong>3.7 Pass code</strong></p>
<p align="left">Press &#8220;SET&#8221; button and LCD displays 1234567, press &#8220;7&#8243; to set pass code. Input the default pass code when &#8220;INPUT-&#8221;displays (default pass code: 0000), input the new pass code twice when &#8220;N-PASS-&#8221; displays, press &#8220;SET&#8221; button to save it. Note: press &#8220;8289&#8243; when you forget your new pass code and the default pass code (0000) would return.</p>
<p align="left"><strong>3.8 Review of the Incoming Phone Number</strong><strong>s</strong></p>
<p>Press UP/DOWN to enter incoming call records reviewing. LCD will display the incoming numbers, time and date.  Will display if there aren’t any incoming calls. This machine can store 16 digits call numbers at most; only the last 16 will be stored if the number is more than 16 digits.</p>
<p><strong>3.9</strong><strong> Reviewing of the Out Going Numbers</strong></p>
<p>Press OUT to enter outgoing call records reviewing. Press UP or DOWN then the LCD will display the outgoing number, time and date.  Will display when there aren’t any outgoing calls. This machine can store 16 digits call numbers at most; only the last 16 will be stored if the number is more than 16 digits.</p>
<p><strong>3.10 </strong><strong>Remove</strong></p>
<p>When the LCD displays the incoming call, outgoing number or blacklist and block dialing number, press REMOVE to delete this displayed number. Press REMOVE for 3 seconds if you want to delete all blacklist and block dialing numbers, input pass code when call blocker display PASS-, all blacklist and restrict dialing numbers will be deleted, and  display after deleting all incoming call, outgoing call or blacklist and block dialing numbers.</p>
<p><strong>4. Blacklist</strong></p>
<p align="left"><strong>Storage</strong>:  Press BLACKLIST when reviewing the incoming and out going call numbers, then the displayed numbers will be added into blacklist, LCD will display SAVE and SUCCEED accordingly. LCD will display REP if the number was in blacklist. If you want to block the answering call numbers, press “*” when this number displays on LCD and then hang up within 3 second, this call number will be added into blacklist. Or press BLACKLIST directly when the call number displays on call blocker before off hook, this call number will be added into blacklist, and then hang up to end this calling.</p>
<p align="left"><strong>Remark</strong><strong>:  Press BLACKLIST once to review the incoming blocked numbers in the blacklist.  Press BLACKLIST for 3 seconds to review the list of blocked numbers in the &#8216;Blocked Dialing Numbers&#8217; list.  </strong></p>
<p align="left"><strong>Review and delete blacklist:</strong> Press BLACKLIST to review blacklist &amp; block dialing number setting in off hook state, Press UP or DOWN to review all numbers, LCD display the blacklist number, and total group number display on the above, press REMOVE to delete this display numbers. Press REMOVE for 3 seconds, input pass code when call blocker display PASS- and all blacklist will be deleted.<strong></strong></p>
<p align="left"><strong>Blacklist calls:</strong></p>
<p align="left">Call blocker will automatically off-hook and hang up the call after 1000 MS if the calling number was in BLACKLIST.</p>
<p><strong>5. Coded lock</strong></p>
<p>LCD will display “LOCK” when call blocker connect with telephone at the first time, all functions are not available. Off-hook and input ［*123456#］ to turn off the coded lock function, then call blocker can be used as normal. Off-hook and input ［*000111#］to turn on coded lock function if you want to lock all functions .Coded lock setting will be kept in storage and won’t be lost when telephone line disconnect.</p>
<p><strong> 6. Calls Receiving</strong></p>
<p>After receiving the FSK or DTMF calls, the device will detect it and display the call number as well as the time and date and keep a record of incoming calls. In the FSK mode, the time and date will be updated when the FSK signal is received while the year remains the same. When in the mode of DTMF, all settings will keep the same, because of the DTMF signals only including the phone number but without date and time. The system will use the exist time and date for the new calls when receive the DTMF signals; the sequence number of the calls also will be displayed. If a new call, it will display NEW above the number. If the number came in before, it will have additional REPEAT above the number. It will display  if the number is secret number, will display  if the number is outside the scale, will display  if the number is not recognizable. Telephone will work as usual; all phones will be record by the telephone too.</p>
